Adds an exemption to section 1908 excluding service of process requirements under the extreme risk protection order act from the general rules for who may serve process.

Exempts actions brought exclusively under the extreme risk protection order act from the $150.00 circuit court filing fee under section 2529(1)(a).

Prohibits charging or collecting any fee for serving process or orders issued in extreme risk protection order act cases under section 2559(9).

Makes the act contingent on Senate Bill No. 83 of the 102nd Legislature being enacted into law (tie-bar provision).

Takes effect 91 days after final adjournment of the 2023 Regular Session (Sine Die).
