Adds definitions for "asbestos," "friable asbestos material," "asbestos-related violation," and "case closing date" to the occupational health and safety act.

Establishes that for asbestos-related violations, "repeatedly violates" means committing another asbestos violation within 5 years after the case closing date (when citation is final, abatement documentation received, and penalties paid).

Limits penalty reductions for asbestos-related violations to maximum 95% total: 70% for business size, 25% for good-faith efforts, and 10% for history of previous citations.

Authorizes penalty reduction for asbestos violations only when consistent with dismissal or reclassification by a hearing officer, and applies the same percentage limits to reclassified violations.

Takes effect 90 days after enactment; approved by Governor March 12, 2024.
