Department of Environmental Quality shall establish a program to implement the National Emission Standard for Asbestos under 40 CFR part 61, subpart M.

Department must complete annual compliance inspections of asbestos renovations and demolitions at minimum rates: 15% for 2025-2026, 20% for 2027-2028, and 25% for 2029 and thereafter.

Property owners and operators must pay a $100 notification fee when submitting notice of asbestos removal or demolition, plus $10 modification fee for each notice change; public entities may pass fees to contractors unless prohibited by existing contracts.

Creates the asbestos inspection fund in the state treasury to receive fee revenue and other funding sources, with the department authorized to expend appropriated funds only for inspections and related activities.

Effective date: January 31, 2025.
