Prohibits public entities from contracting with asbestos abatement contractors who have criminal convictions related to environmental law compliance within the preceding 5 years.

Requires asbestos abatement contractors bidding on public entity contracts to file affidavits disclosing any criminal convictions, violation notices, administrative orders, or consent judgments related to environmental laws or regulations from the past 5 years.

Applies to all asbestos abatement projects involving demolition, renovation, or encapsulation of friable asbestos materials performed by licensed contractors.

Extends disclosure requirements to subcontractors when an asbestos abatement contractor enters into a contract with another asbestos abatement contractor.

Applies to public entities including state agencies, school districts, cities, villages, townships, counties, and other governmental authorities.
