Amends the Michigan Department of Corrections Act to require the department to assist prisoners with obtaining identification documents before release on parole or discharge from maximum sentence.

Requires the department to collect application documents and photographs for operator's licenses or state personal identification cards at least 60 days before a prisoner's scheduled release and submit them to the secretary of state.

Authorizes the department to assist prisoners in obtaining Social Security cards or verification and other identification documents needed to satisfy application requirements for driver licenses or state ID cards.

Creates a reentry success fund within the state treasury to fund expenses related to these identification assistance activities, with money retained in the fund at fiscal year end rather than lapsing to the general fund.

Makes this act contingent on enactment of House Bills 4191 and 4193 of the 102nd Legislature.
