Requires the Secretary of State to issue official state personal identification cards to prisoners before their projected release on parole or discharge from correctional facilities, beginning October 1, 2023.

Allows the Secretary of State to deliver cards directly to the Department of Corrections before release or mail them afterward if delivery is not possible.

Permits individuals to elect a "communication impediment designation" on their identification application if certified by a licensed healthcare provider, indicating a health condition that may impede communication with police officers, including deafness, hearing loss, or autism spectrum disorder.

Prohibits display of the communication impediment designation on the physical identification card and allows revocation only if fraudulently elected, erroneously elected, or abused during traffic stops, with notice and hearing required.

Takes effect only upon enactment of House Bills 4191 and 4192 of the 102nd Legislature (conditional enactment provision).
