Amends the enhanced driver license and enhanced official state personal identification card application process under 2008 PA 23, MCL 28.305.

Requires applicants to provide completed applications with personal information, documentation of U.S. citizenship, signed certification of accuracy, and applicable fees.

Mandates capture of facial images and signatures at time of application, with use restricted to law enforcement, other states as required by federal law, secretary of state authorized purposes, or with individual written authorization.

Prohibits display of Social Security numbers or communication impediment designations on the face of the card and restricts disclosure of facial images, signatures, Social Security numbers, and document copies under the Freedom of Information Act.

Requires retention of facial images for denied applications for at least 1 year (or 10 years if fraud is suspected) and prohibits creation of databases shareable with countries other than the United States.

Enactment contingent on House Bill No. 4193 of the 102nd Legislature being enacted into law.
