Adds new provision (e) to allow local units of government to prohibit the open carry of firearms within their jurisdiction

Modifies language regarding pneumatic gun possession by minors under 16, changing "below the age of 16" to "who is less than 16 years of age"

Maintains existing exceptions allowing local governments to regulate firearm conduct that constitutes criminal offenses under state law

Preserves local government authority to regulate employee possession and carrying of firearms during employment

Continues to allow local ordinances requiring parental or adult supervision of minors with pneumatic guns, except on private property with owner and parental permission
