Permits qualified licensees to deliver alcoholic liquor to consumers with proper labeling ("Contains Alcohol. Must be delivered to a person 21 years of age or older") and age verification at delivery.

Defines "qualified licensees" as on-premises retailers, manufacturers with on-premises tasting room permits, and manufacturers with off-premises tasting room licenses (individual or joint).

Restricts deliveries by retailers to those performed by employees or third-party facilitator services, while manufacturers must use their own employees for delivery.
