Prohibits openly carrying an assault weapon within 1,000 feet of a government building, courthouse, or school when the person knows they are within that distance.

First offense is a misdemeanor punishable by up to 90 days imprisonment or a fine up to $2,500, or both.

Second offense is a misdemeanor punishable by up to 1 year imprisonment or a fine up to $5,000, or both.

Third or subsequent offense is a felony punishable by up to 5 years imprisonment or a fine up to $10,000, or both.

Defines "assault weapon" to include belt-fed weapons, semiautomatic rifles and pistols with certain features (folding stocks, barrel shrouds, detachable magazines), and semiautomatic shotguns with folding stocks and high-capacity magazines; exempts law enforcement officers and manually-operated, unserviceable, and antique firearms; takes effect 90 days after enactment.
