Establishes a 14-day mandatory waiting period between the completion of a firearm sale and delivery to the purchaser for all firearms sales.

Violation of the waiting period requirement is a misdemeanor punishable by up to 90 days imprisonment or a fine of up to $2,500.00, or both.

Maintains existing penalties for unlawful firearm sales, including selling pistols without required compliance, selling firearms over 26 inches to minors, and selling to prohibited persons.

Increases penalties for selling firearms to minors or prohibited persons, with felony charges for second violations or sales to indicted individuals.

Removes the definition of "licensed dealer" from statute and applies the waiting period requirement to all firearm sellers.
