Amends the Medical Assistance Program and Healthy Michigan Program to expand telemedicine coverage to include distant sites at health care professionals' offices or other locations determined appropriate by the provider, effective upon the bill's enactment.

Requires distant providers to encourage recipients to use telemedicine only in safe and private environments and to follow generally accepted clinical practice guidelines for clinical appropriateness and effectiveness.

Prohibits imposing more restrictive quantity or dollar limits on telemedicine services than comparable in-person services, and prohibits lower reimbursement rates for telemedicine unless the provider exclusively provides telemedicine services.

Prohibits requiring recipients to use telemedicine instead of in-person consultation and prevents imposing additional certification, location, or training requirements on distant providers as a condition of reimbursement.

Makes telemedicine services allowable encounters for federally qualified health centers, rural health clinics, and tribal health centers under the medical assistance and Healthy Michigan programs.
