Defines trigger lock as a commercially available device designed to disable a firearm and prevent discharge, and applies to health professionals licensed under article 15 of the Public Health Code

Requires the Department of Health and Human Services to develop, adopt, or approve educational and instructional materials explaining risks of unlocked firearms to minors and to provide trigger locks and materials to hospitals, local health departments, and health professionals at no cost

Creates the trigger lock distribution fund in the state treasury to receive money and assets from any source for implementing the program, with the department as fund administrator

Requires hospitals, local health departments, and health professionals to report data on the number of trigger locks distributed to parents and expectant parents in a format determined by the department
