Adds definitions for cybersecurity-related terms including "cybersecurity assessment," "cybersecurity incident," "cybersecurity plan," and "cybersecurity vulnerability" to the Freedom of Information Act.

Expands the definition of "public record" to include writings prepared or retained by officers, employees, contractors, volunteers, or other agents of a public body acting within the scope of their duties.

Clarifies that "field name" (database labels or column headers) is not considered software and may be disclosed unless disclosure violates a software license.

Removes judiciary and the office of the county clerk from the definition of "public body" subject to FOIA requirements.

Makes minor grammatical and terminology updates, including changing "electronic mail" to "email" and "which" to "that" throughout the statute.
