Amends the Public Employment Relations Act (1947 PA 336) to allow public employers and bargaining representatives to require all public employees in a bargaining unit to pay membership dues or service fees as a condition of employment.

Requires exclusive bargaining representatives to file annual verifications with the Michigan Employment Relations Commission by July 1 detailing all expenditures for collective bargaining, contract administration, and grievance adjustment during the prior calendar year.

Makes the dues requirement provisions effective only upon a U.S. Supreme Court decision reversing the Janus v. AFSCME ruling or ratification of a constitutional amendment restoring the ability to require agency fees.

Appropriates $1,000,000 to the Department of Labor and Economic Opportunity for fiscal year 2022-2023 to respond to public inquiries, support the Michigan Employment Relations Commission, and inform stakeholders about the amendments.

Takes effect 91 days after final adjournment of the 2023 regular legislative session.
