Replaces "shall" with "must" throughout sections 681 and 684 of the Revised School Code for updated language conventions.

Allows intermediate school boards to contract partially or entirely with other intermediate school districts within or outside their service area, and with private degree-granting postsecondary institutions for career and technical education program operations, removing the previous requirement for pre-existing written agreements.

Expands the definition of area career and technical education program operating purposes to explicitly include contracting with another intermediate school district for career and technical education program operation, effective with school years starting after the bill's effective date.

Removes the "Beginning in 1995" limitation on millage levies for area career and technical education programs, making millage provisions effective immediately upon voter approval.
