Mandates candidates pass a psychological evaluation by a licensed psychologist, pass an initial drug test, and successfully complete weapon inspection and firearm qualification.

Designates school guardians as either volunteering school employees or personnel hired specifically for the role, with authority limited to preventing or abating active assailant incidents only.

Requires annual recertification, random drug testing, continuing training, and at least annual weapon inspection and firearm qualification, with the state eligible to reimburse local law enforcement agencies for recertification expenses.
