Permits postsecondary educational institutions to support student athletes' name, image, or likeness (NIL) opportunities by partnering with third-party organizations that license publicity rights.

Requires third-party partners to have been in operation for at least 5 years, be registered for charitable solicitation in Michigan, and cannot be national athletic associations, conferences, or other educational institutions.

Prohibits postsecondary institutions from coercing, compelling, or interfering with student athletes' decisions regarding specific NIL compensation opportunities.

Authorizes institutions to fund independent third-party administrators (not registered athlete agents) to provide education, monitoring, disclosures, and reporting on NIL activities.

Encourages postsecondary institutions to provide financial literacy, brand management, and life skills programming to student athletes, while preserving institutional rights to enforce academic standards, team conduct rules, and athletics governance policies.
