Creates a new misdemeanor offense for individuals who come within 21 feet of a law enforcement officer's parked patrol vehicle after being instructed not to do so, punishable by up to 90 days imprisonment or a $600 fine or both.

Exempts individuals who are being detained, searched, or arrested by law enforcement from this provision.

Exempts individuals explicitly permitted by the officer to speak with them and approach within 21 feet, provided they return to 21 feet distance when requested.

Exempts individuals who unknowingly enter the 21-foot zone while merely traversing near the location.

Exempts situations where the patrol vehicle is parked at a location where no active investigation or law enforcement business is being conducted.
