Establishes tiered civil fines for littering violations based on volume: up to $800 for less than 1 cubic foot, up to $1,500 for 1-3 cubic feet, and up to $2,500 for 3-5 cubic yards.

Creates misdemeanor penalties for larger littering violations (5 cubic yards or more) with first offense fines up to $5,000 and second offense fines up to $10,000, with $5,000 increments for subsequent violations.

Requires courts to order violators to remove litter and remediate property damage, or reimburse railroads for cleanup costs on railroad property.

Allows courts to order reimbursement to community groups, townships, municipalities, counties, or state departments for cleanup expenses, recoverable through civil action by local attorneys, prosecutors, or the attorney general.

Establishes special penalties of $500-$2,500 for violations involving abandoned vehicles, vessels, ORVs, or snowmobiles, only enforceable after the property has been disposed of under state law.

Takes effect 90 days after enactment.
