Requires annual water sampling and testing to ensure lead concentration does not exceed 5 parts per billion; schools must shut off outlets with lead above 5 ppb and notify parents within 30 days.

Creates the school and child care center clean drinking water fund to provide grants and assistance for acquisition, installation, maintenance, and filter replacement of filtered water stations.

Department of Environment, Great Lakes, and Energy must provide plan templates, training, and guidance to schools within 6 months of effective date; compliance contingent on legislative appropriations.
