Establishes the "Raise Up Local Grant Act" to provide state matching grants to eligible municipalities for property taxes and special assessments.

Defines eligible municipalities as counties, cities, townships, or villages with per capita taxable value below the statewide average that levy taxes for roads/bridges, water/sewer systems, public safety, or unfunded pension/retiree health care liabilities.

Limits matching grants to municipalities' revenue gap between actual collections and what they would collect if their per capita taxable value equaled the statewide average, capped at 2 mills.

Requires municipalities to apply by December 31 of the year before the levy and directs the Department of Treasury to maintain a database with per capita taxable values, updated annually by March 31.

Requires grant recipients to dedicate matching funds to the same purposes as the underlying property taxes or special assessments, with distributions by July 1 each year, subject to appropriation.
