Amends the Emergency Services Authority Act to allow an authority's jurisdiction to be comprised of territory within incorporating municipalities rather than requiring entire municipalities.

Requires articles of incorporation for emergency services authorities to be published on each incorporating municipality's website or in the clerk's office, and filed with the secretary of state.

Permits an authority serving partial municipality territory to levy taxes under section 12 but prohibits funding under section 13.

Establishes that an authority becomes effective at the time provided in its articles of incorporation, with incorporation validity conclusively presumed unless challenged in court within 60 days of filing.

Effective date: 91 days after final adjournment of the 2024 Regular Session (Sine Die).
