Adds Section 34b to Chapter IX of the Michigan Criminal Code establishing specific duties for the Michigan Sentencing Commission regarding data collection, research, and analysis of sentencing policies and correctional facility impacts.

Requires the commission to collect and analyze information on sentencing policies, conduct research on sentencing guideline effectiveness, measure recidivism at 1-, 2-, 3-, and 4-year intervals, and develop recommended modifications to sentencing guidelines.

Mandates any sentencing guideline modifications must protect the public, treat violent offenses and serious financial crimes as more severe, ensure proportionality to offense seriousness and prior record, reduce sentencing disparities, and specify circumstances for imprisonment versus intermediate sanctions.

Prohibits the commission from changing enumerated criminal offenses, recommending behavioral or programming credits, retroactively changing existing sentences, or modifying the body of criminal law, while requiring submission of prison and jail impact reports to the legislature.

Requires annual reports to the legislature, governor, and Michigan Supreme Court by December detailing implementation of criminal justice legislative changes, practitioner education efforts, probation supervision terms, and noncompliance sanctions imposed on the probation population.

Effective April 2, 2025, contingent upon enactment of House Bill 4173 of the 102nd Legislature.
