Amends MCL 777.14b to add sentencing guidelines for violations of Michigan's wage and fringe benefit payment law (MCL 408.485)

Establishes five felony offense categories with graduated penalties based on fraud amount: Class E (5-year max) for $200-$1,000; Class E/D (5-10 years) for $1,000-$20,000; Class D (10 years) for $20,000-$50,000; Class C (15 years) for $50,000-$100,000; and Class B (20 years) for $100,000 or more

Distinguishes between first-time violations and subsequent offenses, with subsequent offenses receiving harsher classification for amounts between $1,000-$20,000 (Class D instead of E)

Takes effect 90 days after enactment and is contingent on passage of HB 4403
