Allows crime victims to remotely provide oral impact statements at sentencing hearings, in addition to appearing in person.

Permits victims who are physically or emotionally unable to make statements to designate another person 18 years or older (who is not the defendant or incarcerated) to make the statement on their behalf.

Requires defendants and juveniles to be physically present in the courtroom during victim impact statements, unless the court determines they are behaving disruptively or pose a safety threat.

Applies remote statement provisions and physical presence requirements to sentences occurring after May 22, 2018.

Effective date: 91 days after final adjournment of the 2023 Regular Session.
