Replaces "shall" with "must" in multiple locations (subsections 4, 8, 10, 11) to update statutory language conventions.

Takes effect 90 days after enactment and is contingent on passage of Senate Bill No. ____ or House Bill No. 4431 (request no. 00569'23) during the 102nd Legislature.
