MI HB4450

Establishes a productivity credits system for prisoners sentenced on or after the bill's effective date, allowing them to earn credits that reduce their minimum and maximum sentences to affect parole eligibility and discharge dates.

Awards 20 days of productivity credits per month for maintaining enrollment in department-recommended or educational/vocational programs, and 10-20 days per month for voluntary enrollment in department-approved programs.

Provides 90 days of credits for completing non-degree programs and 120 days for earning a high school diploma, equivalency certificate, or higher education degree.

Prohibits productivity credits during months with major misconduct findings, for prisoners rated "very high risk" on validated risk assessments, or housed in V or VI security classification units; caps total program enrollment credits at 100 days and limits credits to no more than 20% of minimum sentence.

Excludes prisoners sentenced to life without parole, those convicted of specific sexual offenses and trafficking crimes, and registered sex offenders from the productivity credits system; bill takes effect only if HB 4452 is enacted.
