Introduces "productivity credits" as a new credit system for prisoners, allowing earlier parole eligibility for prisoners subject to disciplinary time sentenced on or after the bill's effective date.

Creates distinction between "limited prisoners subject to disciplinary time" (sentenced before effective date) and regular prisoners subject to disciplinary time, with different parole eligibility requirements based on when sentenced.

Allows prisoners subject to disciplinary time who earn productivity credits to become parole-eligible before serving their full minimum sentence, calculated under section 33a of 1893 PA 118.

Updates parole eligibility calculations for consecutive sentences and other parole provisions to account for productivity credits alongside existing good time and disciplinary credits.

Takes effect only if HB 4450 of the 102nd Legislature is enacted into law (tie-bar provision).
