Creates a technical advisory committee within the department to advise on standards, guidance, and qualifications for onsite wastewater treatment systems, consisting of 5 local health department representatives and 11 members appointed by the governor covering engineers, hydrogeologists, university representatives, manufacturers, installers, service providers, and environmental organizations.

Requires the department to promulgate statewide performance-based rules within 3 years establishing minimum standards for siting, design, installation, operation, inspection, and maintenance of conventional and alternative onsite wastewater treatment systems, including effluent standards and corrective actions.

Mandates septic tanks installed or altered after the effective date must contain an access riser and secondary safety device.

Establishes the onsite wastewater treatment system administration fund to support department administration, grants to local health departments, and grants or loans to homeowners below 300% of federal poverty line for system repairs identified under section 12821.

Takes effect 90 days after enactment and is contingent upon enactment of Senate Bill No. ____ or House Bill No. 4479.
