• Establishes the Michigan e-bike transportation incentive program administered by the Michigan Economic Development Corporation (MEDC) to provide discount vouchers to income-qualified residents for purchasing eligible electric bicycles.

• Issues discount vouchers equal to 90% of the eligible e-bike's retail price or $500, whichever is less, to residents earning up to 300% of federal poverty level or enrolled in LIEAP, WAP, SNAP, TANF, or state medical assistance programs.

• Limits eligible e-bikes to new bicycles with manufacturer's retail price not exceeding $8,000, minimum 1-year warranty covering in-state service, and UL 2849 or EN 15194 battery certification.

• Requires eligible electric bicycle retailers to register with MEDC, maintain physical locations in Michigan, and provide on-site sales and repair services to participate and receive reimbursement for redeemed vouchers.

• Caps administrative costs at 15% of total program funding, allows vouchers to be redeemed within 2 years of issuance, and prohibits voucher issuance after December 31, 2028; requires annual reports to legislature through 2030.
