Establishes performance bonus incentive programs for contracted health plans with targets in at least 3 and no more than 5 key health priority areas, with the department withholding minimum 0.75% of plan payments to fund the incentive pool.

Allows telemedicine services from practitioners licensed in the state where the patient is located and implements pharmaceutical benefits encouraging generic prescriptions and 90-day supplies.

Creates financial incentives for enrollees demonstrating improved health outcomes, completing health screenings, or practicing healthy behaviors.
