HB 4504 Summary

• Enacts the Physical Therapy Licensure Compact to allow physical therapists and assistants licensed in one member state to practice in other member states under a "compact privilege" system

• Establishes a Physical Therapy Compact Commission composed of delegates from member states to oversee the compact, promulgate rules, maintain a data system tracking licensees, and handle disputes

• Requires participating states to implement criminal background checks, use recognized national examinations, maintain continuing competence requirements, and report adverse actions and investigative information through a shared database

• Grants compact privilege to licensees with valid unencumbered licenses in their home state, subject to requirements including no adverse actions within two years, payment of applicable fees, and compliance with remote state jurisprudence requirements

• Provides that remote states may remove a licensee's compact privilege and take disciplinary action for violations, while home states retain exclusive authority to impose adverse action against their own licenses
