Establishes graduated child restraint requirements based on age, weight, and height: rear-facing until age 2 or manufacturer's weight/height limit; forward-facing with harness until age 5 or limit; booster seat until 4'9" tall or age 8

Requires children under 13 years old to be seated in rear seats when available; allows front seat placement only when all rear seats are occupied by children or for rear-facing seats if front airbag is deactivated

Requires children ages 13-15 to wear properly adjusted and fastened safety belts in rear seats when available; allows front seat without belt only in pickup trucks without extended cabs if all front seat belts are in use

Violation is a civil infraction with no points assessed and no abstract submitted to Secretary of State

Takes effect 180 days after enactment and is contingent upon House Bill 4512 being enacted into law
