Amends MCL 257.907 to allow courts to waive civil fines, costs, and assessments for violations of section 710d (child seating system violations) if the violator acquires compliant child seating equipment and receives education from a certified child passenger safety technician before the appearance date.

Establishes that civil infractions designated under the vehicle code are not lesser included offenses of criminal offenses.

Sets specific civil fine ranges for various vehicle code violations, including $2,500-$2,750 for first violations of section 319f(1) and $5,000-$5,500 for subsequent violations.

Requires courts to impose a $40 justice system assessment per civil infraction determination, except for parking violations or violations with total fines and costs of $10 or less.

Takes effect 180 days after enactment and is contingent on enactment of House Bill No. 4511.
