Creates a state drug treatment court advisory committee composed of 19 members including judges, court administrators, prosecutors, treatment providers, defense attorneys, crime victim advocates, and individuals who have successfully completed drug or treatment court programs, with members appointed jointly by the speaker and senate majority leader for staggered 2-4 year terms.

Establishes family treatment courts as court-supervised treatment programs for individuals with civil child abuse or neglect cases who are diagnosed with substance use disorders, requiring circuit courts to enter into memoranda of understanding with prosecutors, defense attorneys, treatment providers, and the Department of Health and Human Services before adoption.

Prohibits admission of violent offenders without consent from the judge, lawyer-guardian ad litem, and prosecutor, and bars admission of individuals charged with or convicted of first-degree murder, criminal sexual conduct in the first degree, or child sexually abusive activity.

Requires family treatment courts to provide participants with substance abuse treatment, mandatory drug testing, periodic assessments, graduated sanctions and rewards for compliance, and family-centered services; establishes confidentiality protections for assessment and treatment information.

Mandates data collection and performance evaluation by the state court administrative office, including annual reviews to legislative leaders and the state drug treatment court advisory committee, and permits the supreme court to expend state funds for establishment and operation of family treatment courts.
