Increases the marriage license fee from $20.00 to $50.00, effective immediately upon enactment.

Requires the county clerk to deposit collected fees into the county general fund, with $15.00 of each fee allocated to the circuit court for family counseling services including domestic violence and child abuse counseling.

Increases the additional nonresident marriage license fee (when both parties are nonresidents of Michigan) from $10.00 to $25.00.

Allows probate courts to order county clerks to waive the marriage license fee in cases where the fee would cause undue hardship.

Permits charter counties with populations exceeding 1,500,000 to impose different marriage license fees by ordinance, provided fees do not exceed the cost of services and allocate funds for family counseling services as prescribed.
