Prohibits hospitals from requiring registered professional nurses to work more than their regularly scheduled hours according to their predetermined work schedule, with limited exceptions for declared states of emergency, critical patient-care procedures, or voluntary acceptance of additional assignments.

Requires hospitals to provide 8 consecutive hours of off-duty time immediately after a registered professional nurse completes a shift of 12 or more consecutive hours.

Prohibits hospitals from discharging, disciplining, threatening, or discriminating against nurses who refuse work assignments that would exceed their scheduled hours.

Protects nurses from administrative action by the state for refusing to work overtime beyond their predetermined schedule.

Establishes a $1,000 fine per violation for hospitals that violate these provisions and requires hospitals to post notice of these rights in conspicuous locations and on employee intranet sites; exempts existing collective bargaining agreements until expiration.
