Allows manufacturers or suppliers to issue electronic rebate coupons directly to retail customers after purchase of alcoholic liquor.

Requires coupons to have specific expiration dates and cash refund values, payable by cash, check, debit card, electronic funds transfer, or internet/mobile payment.

Prohibits coupons from making any alcoholic liquor free and requires purchase of at least one alcoholic liquor product to redeem.

Permits coupons applicable to multiple products from the same manufacturer or supplier and allows requirement of non-alcoholic product purchases alongside alcoholic liquor.

Prohibits wholesalers from paying for or participating in coupon offerings except for promotional signage under section 610a, and requires manufacturer coupons to be redeemable at all retail locations selling that product.
