Extends the sunset date for community college new jobs training program agreements from December 31, 2028 to December 31, 2033, allowing districts to enter into new agreements through that later date.

Redefines "new job" to require wages at the time of contract equal to at least the county ALICE rate (minimum hourly wage necessary for household essentials for 1 adult and 1 child in the county), replacing the previous state minimum wage requirement.

Extends the sunset date for issuing new jobs training revenue bonds from December 31, 2028 to December 31, 2033, aligning with the agreement deadline.

Maintains existing program requirements including employer agreements to mortgage property as security, payment of 15% administrative fees to the community college district, and quarterly minimum new jobs credit from withholding payments.

Effective immediately upon approval on November 7, 2023.
