Expands telemedicine coverage under the medical assistance program and Healthy Michigan program to include in-home and in-school settings as originating sites, in addition to other sites allowed in the Medicaid provider manual.

Requires distant providers or organizations to verify recipient identification and program eligibility, and ensure information is available to the primary care provider.

Prohibits the medical assistance program or Healthy Michigan program from requiring recipients to use telemedicine services instead of in-person consultation or contact.

Defines "originating site" as the location of the eligible recipient at the time telemedicine services are delivered via telecommunications system.

Defines "telemedicine" by reference to section 3476 of the Michigan Insurance Code of 1956.
