Requires covered disposable wipe products sold in Michigan to display a "DO NOT FLUSH" label notice covering at least 2% of the principal display panel and a "DO NOT FLUSH" symbol as defined in industry guidelines.

Defines covered products as baby/diaper wipes and premoistened nonwoven wipes composed of petrochemical-derived fibers likely to be used in bathrooms, including cleaning, disinfecting, feminine hygiene, and incontinence wipes.

Prohibits manufacturers from making any representation that covered products are flushable through product names, endorsements, illustrations, trademarks, or trade names.

Requires manufacturers of products regulated under the federal insecticide, fungicide, and rodenticide act to submit proposed labeling to the U.S. Environmental Protection Agency and Michigan Department of Agriculture and Rural Development for approval by February 1, 2025, with implementation required within 6 months.

Establishes civil penalties for violations: up to $2,000 for first violation, $5,000 for second violation, and $10,000 for third or subsequent violations, enforceable by county prosecutors or the state attorney general; effective February 1, 2025.
