Amends 1937 PA 306 to allow school buildings to be constructed or remodeled by design-builders working in conjunction with licensed architects or professional engineers in Michigan.

Permits design-build teams consisting of a design-builder and an architectural or engineering firm to prepare plans and specifications for school construction, in addition to the existing requirement for licensed architects or engineers.

Establishes definitions for design-build construction services, design-builders, design-build teams, design-criteria developers, and related terms used in school construction projects.

Maintains responsibility requirements for design professionals and construction supervisors to ensure compliance with structural strength, fire resistance, applicable codes, standards, and regulations.

Establishes penalties for violations including civil fines up to $10,000 and potential misdemeanor charges with fines up to $10,000 or up to 180 days imprisonment for knowing violations.
