Appropriates $250,000,000 for fiscal year 2023-2024 from the state school aid fund to eligible school districts and intermediate districts meeting specified student-to-teacher ratio requirements.

Provides $350 per student in grades K-6 for districts maintaining a student-to-teacher ratio of 15 or fewer students per teacher in each classroom.

Provides $250 per student in grades K-6 for districts maintaining a student-to-teacher ratio of more than 15 but no more than 17 students per teacher in each classroom.

Requires eligible districts to apply for funding and certify compliance with student-to-teacher ratio requirements as of the pupil membership count day.

Directs the department to make payments by June 1 of the fiscal year; if appropriation is insufficient, requires prorated payments on an equal per-student basis.
