Requires documentation to be provided at no charge (except reasonable printing and shipping costs for physical copies) and software tools to be accessible without requiring authorization or internet access.

Establishes that manufacturers must provide special parts, tools, and documentation to disable and reset electronic security locks during repairs, which may be provided through secure systems.

Applies a civil fine of up to $500 for violations and exempts trade secrets and non-diagnostic documentation from disclosure requirements.
