Amends the Mental Health Code to add a definition of "conversion therapy" as any practice or treatment by a mental health professional that seeks to change an individual's sexual orientation or gender identity.

Excludes from the definition counseling that provides assistance during gender transition, acceptance and support services, identity exploration, or coping support, as long as such counseling does not seek to change sexual orientation or gender identity.

Cross-references the Elliott-Larsen Civil Rights Act for definitions of "gender identity or expression" and "sexual orientation."

Takes effect 90 days after enactment, contingent upon House Bill No. 4616 of the 102nd Legislature being enacted into law.
