Expands child care fund eligibility to cover prearrest diversion programs starting at law enforcement contact through residential placement and reentry, excluding general prevention services.

Changes state reimbursement for 17-year-old juveniles from 100% (October 1, 2021 through September 30, 2024) to a formula-based percentage rate beginning October 1, 2024, eliminating the previous sunset provision.

Increases state reimbursement for in-home care services from 50% to 75% of county expenditures for community-based supervision, services, and respite/shelter care under 30 days.

Requires counties receiving child care fund monies to adopt validated risk screening and assessment tools, detention screening tools, research-based probation standards, and employ local quality assurance specialists.

Directs the department to establish performance measures and submit annual reports to legislature on child care fund juvenile justice expenditures and outcomes beginning October 1, 2025.
