Expands the Michigan Indigent Defense Commission (MIDC) authority to include defense services for youth in delinquency proceedings, in addition to adult criminal defendants.

Increases MIDC voting membership from 18 to 19 members and adds a requirement for at least one member with substantial knowledge of the juvenile justice system and experience defending youth in juvenile proceedings.

Redefines "indigent" to mean an inability to obtain competent legal representation without substantial financial hardship, with standards and procedures established by MIDC rather than specific income thresholds.

Establishes new procedures for MIDC grant disbursement, with the first installment at 40% of the award and three subsequent installments at 20% each, contingent on documented expenditures and MIDC review.

Creates Section 14 to establish grant installment requirements and allows MIDC to exempt indigent defense systems from installment requirements for unforeseeable conditions preventing timely expenditure processing.
