Eliminates 20% late penalties on unpaid court penalties, fees, and costs for juveniles and their parents, guardians, or legal custodians in juvenile court proceedings under MCL 712A.2.

Late penalties continue to apply to all other persons who fail to pay court-ordered amounts within 56 days, but juveniles are now explicitly exempted from this requirement.

Courts must still inform all persons of late penalty provisions and specific payment due dates, and retain authority to waive late penalties upon request.

Late penalties collected from non-juveniles must be transmitted to the court's funding unit within 30 days for deposit in the general fund.

Effective October 1, 2024, contingent upon concurrent enactment of Senate Bill 428, Senate Bill 429, and House Bill 4637.
