Amends the Social Welfare Act to require the state department to prepare and distribute information about the adoption process and adoption assistance programs to adoption facilitators and prospective adoptive parents before child placement.

Mandates the adoption process description include the steps required under the adoption code, available options, services from different types of adoption facilitators, and recommended questions to ask facilitators.

Requires listing the rights and responsibilities of biological parents and prospective adoptive parents in the informational materials.

Specifies information services to be described include the registry of adoptive homes, directory of children, public information forms, the child advocate and its investigative authority, and availability of counseling for all adoption parties.

Effective February 13, 2024, contingent upon enactment of Senate Bill 432 or House Bill 4638 of the 102nd Legislature.
